Lead, Health Impact and Partnerships (Maternal and Newborn Health Fund)

Asia Community Foundation (ACF) is the first Asia-wide platform for collaborative and strategic giving. ACF enables donors to pool resources, co-create solutions, and drive positive social and environmental impact across the region. Through donor-advised funds, impact funds, and bespoke giving vehicles, ACF helps philanthropists give with confidence, transparency, and impact. 

About ACF Impact Services 

The ACF Maternal and Newborn Health (MNH) Fund, supported by the Gates Foundation, is a catalytic pooled fund designed to mobilise philanthropic capital for maternal and newborn health across Southeast Asia. 

 The fund aims to raise USD 10 million over five years to: 

  • Improve access to quality perinatal care and maternal and child nutrition; 

  • Support 8–10 evidence-based interventions in priority countries (Timor-Leste, Laos, Cambodia, Indonesia, the Philippines, and Myanmar where possible); 

  • Build a community of engaged Asian philanthropists who give strategically and sustainably to improve health outcomes. 

 The MNH Fund complements institutional and multilateral efforts by catalysing Asia-for-Asia philanthropy—bridging local capital with high-impact, evidence-based health interventions. 

 

Role Overview 

The Lead, Health Impact and Partnerships will spearhead the fund’s health strategy, partnerships, and grantmaking approach. This role ensures that the MNH Fund is grounded in scientific evidence, locally relevant solutions, and strong monitoring and evaluation frameworks that strengthen maternal and newborn health outcomes across the region. 

The role will lead the shaping of the fund’s priorities, partner selection, and provide technical expertise on program design. This role is ideal for a health system or MNH expert with experience in program design, evidence-based interventions, and regional collaboration. 

Reporting to the Associate Director, Grantmaking and Impact at ACF, the Lead will work collaboratively with a team based in Singapore, supported by grant administrators and monitoring staff, in implementing the fund’s health portfolio. 

This is a full-time contract position with an initial term of 3 years, with potential for extension, subject to performance and funding.  

The role is remote and open to candidates based in Southeast Asia who already hold the required visas/work authorizations for work in their location of residence. 

 

Key Responsibilities: 

1. Strategic Design and Fund Development 

  • Lead design and refinement of the MNH Fund strategy and Theory of Change 

  • Conduct and oversee landscape analysis and feasibility assessments across priority countries 

  • Ensure technical soundness and alignment with global MNH benchmarks (e.g., SDG 3, WHO standards) 

  • Shape selection criteria and grantmaking priorities for upstream (innovation/research) and downstream (service delivery) interventions 

 

2. Grantmaking and Partner Management 

  • Lead the planning and coordination of project scoping and site visits in priority geographies listed 

  • Identify, assess, and recommend high-impact interventions and partners 

  • Manage relationships with grantees (“Social Impact Partners”) and support their implementation and reporting 

  • Review and guide partners’ monitoring, evaluation, and learning (MEL) frameworks 

  • Provide thought leadership and synthesis of findings to inform donor and partner learning 

 

3. Partnership and Ecosystem Engagement 

  • Serve as ACF’s primary technical liaison with the Gates Foundation and other health ecosystem partners 

  • Build relationships with regional and global MNH experts, networks, and funders. 

  • Represent ACF at sector convenings and share fund insights with peer platforms (e.g., AVPN, PAA Health Community) 

 

4. Donor Learning and Communications 

  • Collaborate with ACF’s Development and Engagement team to curate donor learning journeys—such as expert roundtables, site visits, and case studies 

  • Translate technical insights into accessible content for donor audiences 

 

5. Governance and Reporting 

  • Lead the development of progress reports, fund and impact updates to support donor stewardship and internal and external communications  

  • Ensure fund compliance with ACF’s governance and fiduciary standards, including ethical, legal, and research protocols 

 

Experience and Skills: 

  • 10+ years’ experience or equivalent depth of experience in maternal and newborn health, public health, or global health programming in Asia. Experience in priority countries listed will be preferred 

  • Strong understanding of health systems, MNH interventions, and evidence-based program design 

  • Demonstrated experience managing grants or portfolios with technical and operational components 

  • Proven ability to engage effectively with funders, government and implementing partners 

  • Experience working with philanthropic or multilateral organizations (e.g., Gates Foundation, UNICEF, WHO) preferred 

  • Excellent communication skills, with fluency in English and in at least one other Southeast Asian language, both written and spoken 

  • Ability to synthesise complex health evidence for non-technical and cross-cultural audiences 

  • Postgraduate qualification in public health, maternal and child health, or a related discipline preferred
